Billy Frost, Franchise Owner
Billy Frost was born in Winston-Salem, NC in June of 1962, and just a few short years later, in 1965, his family made Dublin their home. He attended Dublin City Schools and later pursued his education at Georgia College in Milledgeville, where he earned a business degree in 1988. His roots in this community run deep, and it is this strong foundation that has guided his life’s work.
In 2006, when Home Instead recognized that Dublin and the surrounding areas would be a wonderful place to open an office, Billy knew this was a calling he couldn’t ignore. With open arms and a servant’s heart, he embraced the opportunity to bring compassionate, reliable care to seniors and their families across nine counties, from Dublin to Statesboro.
For Billy, this work is far more than a business—it is a mission. He and his dedicated staff share a genuine passion for serving seniors, helping them remain in the place they call home, surrounded by comfort, dignity, and love. Every decision, every effort, and every relationship built through Home Instead is driven by the belief that seniors deserve to be cared for as though they were our own family.
Billy invites you to explore Home Instead and see firsthand how his team provides the support, reassurance, and compassion that families need during some of life’s most important seasons. With a warm heart and steadfast dedication, Billy and his staff are here to walk alongside seniors and their loved ones, ensuring that wherever “home” may be, it remains a place of peace, safety, and cherished memories.

Charlie & Radar – Official Office Mascots
Meet Charlie and her daughter Radar, the dynamic duo who keep the Home Instead office in check! These two first strutted into the Dublin Country Club like they owned the place, and franchise owner Billy Frost couldn’t resist adopting them both.
Now, they proudly serve as our unpaid interns (benefits include belly rubs and treats). Charlie is the seasoned professional—graceful, wise, and always keeping an eye on things. Radar, on the other hand, believes she’s in charge of quality control… especially when it comes to snacks.
Their hobbies include chasing birds they’ll never catch, supervising the office with suspicious side-eyes, and insisting on long car rides whenever possible. Together, they keep morale high and make sure everyone remembers who's the boss.
